Have your say on the potential Morocco Procurement Agreement

The UK Government has launched a call for evidence to help shape a new government procurement chapter within the existing UK-Morocco Association Agreement, creating potential new opportunities for UK businesses seeking access to public sector contracts in Morocco.

Published by the Department for Business and Trade on 24th August 2026, the consultation invites businesses and members of the public to share their experiences and views on trading with Morocco and competing for government procurement opportunities. The evidence gathered will help inform the UK’s approach to any future negotiations.

The proposed agreement would build on the Memorandum of Understanding signed between the UK and Morocco in June 2025, which aims to strengthen cooperation on procurement matters. If negotiations proceed successfully, it would represent the UK’s first legally binding government procurement commitments with both Morocco and an African nation.

Government procurement refers to the process through which public authorities purchase goods, services and construction works from private sector suppliers. International procurement agreements typically provide rules designed to ensure procurement processes are open, transparent and non-discriminatory, helping businesses compete more fairly for public contracts.

The Government believes a future procurement chapter could improve access for UK companies looking to bid for public sector opportunities in Morocco. According to the accompanying information note, Morocco’s public procurement market is estimated to be worth around £33 billion over the next few years, presenting significant opportunities for exporters, service providers and contractors.

Businesses with experience of the Moroccan market are encouraged to participate in the consultation and highlight both opportunities and barriers they have encountered. Feedback will help shape any future agreement and ensure that the interests of UK businesses are reflected during discussions with Moroccan counterparts.

The call for evidence is open until 11th September 2026.
