Preston Business Improvement District (BID)
Business Improvement Districts are an arrangement where businesses identify projects or services that will add value to their operations and then agree on the level of funds – the BID levy - which they will pay to make it happen. This arrangement is then put to a vote. A majority of businesses (by number and rateable value) have to vote in favour of establishing a BID for it to go ahead. There are currently 60 BIDs operating in towns and cities around the UK.
North and Western Lancashire Chamber of Commerce is developing a proposal to deliver a BID in Preston city centre. If the vote is in favour it will generate funding worth £1.5 million over three years to deliver a range of initiatives to increase visitor numbers and boost trade in the city centre.
Key activities that the BID could deliver in the city centre include:
• Encouraging more people to visit and shop in the city centre by delivering a comprehensive programme of upmarket events, festivals, and high quality entertainment;
• Boosting evening trade by developing a unique “Preston Alive after 5” branded campaign of leisure activity, shopping, and street entertainment;
• Employing high visibility Street Rangers to act as the welcoming and public face of the city centre. The Rangers would provide a “meet and greet” service and information resource for visitors and shoppers as well as acting as a deterrent to street begging and illegal street trading;
• Improving security and reducing criminal activity and anti-social behavior by expanding and improving the existing city centre Radionet and Pubnet schemes;
• Creating a brighter and more welcoming city centre through better signage, information points, and display areas.
PUBNET and RADIONET
PUBNET and RADIONET is a joint initiative between North and Western Lancashire Chamber of Commerce, Lancashire Constabulary, and Preston city centre retailers leisure operators to deter crime and anti-social behavior in the city centre. Over 130 businesses are currently registered as members of PUBNET and RADIONET.
Members currently benefit from secure radio communication links between each other, the police, and the CCTV control room; access to offender photographs; and information sharing and crime prevention briefings. The effectiveness of the Radionet and Pubnet schemes was a key factor in helping Preston achieve a “Safer Business Award” for the City in 2006.
Chamber of Trade affiliations
North and Western Lancashire Chamber of Commerce has developed an affiliate membership scheme to support local Chambers of Trade. The scheme provides members of Chambers of Trade with the opportunity to access a wide range of business support services provided by North and Western Lancashire Chamber of Commerce including exporting, training, networking, business crime, and town centre management.
Another benefit of the scheme is that it creates a much more powerful lobbying body to campaign on issues facing the Lancashire economy.
EUROPE DIRECT Lancashire
The North& Western Lancashire Chamber of Commerce is proud to have been chosen by the European Commission to host EUROPE DIRECT Lancashire. Europe Direct Lancashire is just one of over 700 Information Relay’s that stretch across the 27 member states of the European Union. These provide a local contact for any questions you may have regarding the EU and we also run a series of events to promote the EU and the services it provides. The ED office is open Monday – Friday from 9am – 5pm in Fulwood, where we provide an area open to the general public to display European information and also an Internet point to access European Information.
Services offered include:
• Enquiry service on anything related to the EU and the Commission
• European Publications order facility (free)
• Partner / Project searches
• Talks to Educational / Community groups
• Access to TED (Tenders Electronic Daily)
• Plus many more....
2008 has been a busy year, already we have taken part in many events including:-
• BUY LOCAL 2008
Aimed to introduce local food and drink suppliers with local catering companies and EUROPE DIRECT was there to give out important information regarding EU Food Safety Regulations.
• LIGHTS OUT LANCASHIRE
Participated in Rock FM’s initiative to turn out unnecessary lights and look at the energy saving results and to promote the EU’s Climate Change Charter
• EUROPEAN DAY of HEALTHY EATING & COOKING WITH CHILDREN PRIZE DAY
ED organised a competition for local primary school children to create a healthy European menu, the prize being to have their winning menu cooked by local chefs
• EURO 2008 SCHOOLS TOURNAMENT
The challenge saw the teams of nine pupils partake in a tournament based around the Euro 2008 Championships
